We are looking for a Common Operating Picture (COP) Manager who has a broad experience as a manager/supervisor. The individual will participate in project management, Cyber Security Analysis, Systems Analysis, Database Administration and Programming as well as working with Network Routers/Switches, Servers, Workstations and Voice Communications and cloud-based mapping and data storage systems.

  • Ability to obtain U.S. Government security clearance (Secret or above)


Job Responsibilities:

  • Ensure communications capabilities exist to support receipt and distribution of COP data
  • Coordinate with the systems administrators regarding network requirements essential to support the COP
  • Coordinate with staff members to ensure tasked sensor systems and reporting systems support COP requirements
  • Identify and ensure the external data feeds required for the COP are available
  • Setup and manage COP configurations
  • Provide detailed diagrams of COP data flows and interfaces
  • Maintain lists of all distant end contacts for coordinating and troubleshooting
  • Manage COP Synchronization Tool (CST) connections between nodes and clients to ensure optimum data flow
  • Support diagnostics/troubleshoot COP connections and configurations when required and take the necessary actions to return the COP to an optimal level
  • Perform data management of the COP, ensure all feeds correlate to provide an accurate display of the battle space
  • Ensure reporting requirements are met, arbitrate conflicts in track information among reporting elements
  • Ensure filters are properly set to support reporting requirements
  • Establish effective COP database management procedures to ensure reliable data




Required Qualifications:

  • GIS Certification
  • BS/BA degree in GIS, geography or related engineering/physical sciences preferred
  • Experience using the Esri suite of products including ArcMap, ArcGIS Server Advanced or ArcGIS Enterprise, ArcGIS Pro, ArcSDE on Microsoft SQL, Portal/ArcGIS Online, Python scripting required
  • Knowledge of ArcGIS 10.x, ArcGIS Pro and ArcGIS Online software to make paper and digital maps and applications, and to input data
  • Experience with data modeling, data conversion and ability to work with survey and georeferenced data required
  • Experience with ArcGIS Navigator, Survey 123, Collector, Workflow Manager, and GeoEvent Server, and GPS units and field data collection processes desirable
  • Knowledge and experience using GPS equipment

  • Proficient in Microsoft office suite of software
  • Ability to multi-task and shift priorities to manage expectations
  • Ability to research and assemble required information and data from a variety of sources
  • Ability to read and interpret resource maps, survey plans, aerial photographs and planning documents
  • Ability to formulate recommendations for system improvements and refinements
